Hal Collett is a Managing Director with Prudential Mortgage Capital Company. In this role, he serves as head of the company’s FHA lending platform and affordable housing government sponsored lending business. He leads a team of originators, underwriters, closers and analysts located in offices across the United States. Hal is located in Dallas.

Hal has held a series of senior roles since joining Prudential in 2002. Prior to his appointment as managing director in 2015, he was president of Prudential Asset Resources (PAR), Prudential’s asset management and loan servicing group, with responsibility for all servicing and asset management operations related with Prudential Mortgage Capital Company’s commercial loan portfolio valued at $85 billion-plus across multiple capital sources. Assets under management included CMBS, Fannie Mae, Freddie Mac, FHA and Prudential’s general account. Earlier, he served as the vice president of asset management and credit surveillance and vice president of servicing operations, where he provided direct oversight of operational risks within the same portfolio. During his tenure at PAR, his management responsibilities included, but were not limited to, review and approval of credit decisions, surveillance analytics, investor reporting, rating agency preparation, new product integration, policy and procedure creation, management of all regulatory audits across the platform, surveillance, loan document covenant monitoring, rent roll analysis, financial statement analysis, and tax and insurance compliance/processing. Hal’s career includes positions at Orix Capital Markets, Nomura and Bank One.

Hal received a Bachelor of Business Administration degree in finance from the Rawls College of Business at Texas Tech University, and earned a Master of Science degree in real estate finance and development from The University of Texas at Arlington.

Mark Eidson is a Principal with Prudential Mortgage Capital Company. In this role, he serves as the portfolio manager of the GSE Affordable Housing platform, and oversees investor relations within the GSE program channels and manages the overall flow of GSE affordable business through the company. Mark is located in Atlanta.

Mark has more than 30 years of experience in the commercial real estate industry, with considerable experience in the development, acquisition and financing of multifamily projects across multiple asset sources, specializing in FHA, Fannie Mae DUS® and Freddie Mac. Mark joined Prudential in 2004 to help expand Prudential's Affordable Housing platform. Prior to his appointment as portfolio manager of the GSE Affordable Housing platform, he served as an originator and specialized in structuring mortgage loans and credit enhancements for affordable housing projects including tax-exempt bond financed projects, Low Income Housing Tax Credit projects and HUD Section 8 projects utilizing the FHA, Fannie Mae and Freddie Mac loan programs. Before joining Prudential, he was a vice president with CWCapital LLC. Earlier, he worked for an investment banking firm, specializing in tax-exempt bonds. Mark’s career includes positions with various multifamily development and acquisition firms.

Mark received a Bachelor of Science degree in finance and a Master of Business Administration degree, with concentration in accounting, both from the University of Tennessee. He currently serves as the secretary of the Southeast Mortgagee Advisory Council.

Kenji Tamaoki is a Principal with Prudential Mortgage Capital Company. In this role, he is responsible for direct loan originations and specialized product support in the western United States. He specializes in Prudential's affordable housing loan programs, including Fannie Mae DUS®, Freddie Mac Targeted Affordable Housing and FHA. Kenji is located in San Francisco.

Kenji has market intelligence and considerable experience in affordable and senior housing lending programs, with expertise in financing properties with low-income housing tax credits, regulatory agreements, Section 8, and tax exempt bonds. Since joining Prudential in 1999, Kenji has closed $2 billion in loans including Fannie Mae DUS®, Freddie Mac Targeted Affordable Housing and FHA.

Prior to joining Prudential, Kenji was a vice president at the Bank of America Community Development Bank, where he created and managed a construction-rolling-to-permanent private-placement tax-exempt bond program, from 1996 to 1999. Before that, he developed affordable and market-rate multifamily apartment properties in Los Angeles and Vancouver, B.C., Canada. Kenji also worked as an architect on multifamily apartment, retail and single-family home developments.

Kenji received a Bachelor of Architecture degree from the University of Toronto and a Master of Business Administration degree from the University of British Columbia.

Alex Viorst is a Principal with Prudential Mortgage Capital Company. In this role, he is responsible for direct loan originations and specialized product support in the mid-Atlantic and northeastern United States. Alex specializes in Prudential’s Affordable Housing programs. He is located in Arlington, Virginia.

Prior to joining Prudential in 2008, Alex was the managing director with the Debt Group at MMA Financial, a firm specializing in tax credit and debt origination for affordable multifamily properties. In that capacity, he served as lead debt originator in the mid-Atlantic and northeastern states, and in New York City and Chicago. Before MMA Financial, he was senior vice president at Bank of America, managing the Washington, D.C. office of the Community Development Banking Group.

Alex earned a Bachelor of Science degree in foreign service from Georgetown University and a Master of Business Administration degree from the Kellogg Graduate School of Management at Northwestern University.

Alex serves as the president of the Institute for Responsible Housing Preservation.

Evan Williams is a Principal with Prudential Mortgage Capital Company. In this role, he is responsible for the origination of affordable housing loans, with primary focus on the Northeast region and on Washington state. Evan provides Fannie Mae DUS®, Freddie Mac Targeted Affordable Housing and FHA loans. He specializes in bond financing, in combination with 4 percent low-income housing tax credit, Section 8 housing, complex tax abatements and energy efficient retrofits. Evan is located in New York City.

Evan has nearly 15 years of experience in the commercial real estate finance industry, with considerable experience in affordable housing lending. He has financed new construction, in-place moderate rehabilitations, refinances, acquisitions, general partner and limited partner dispositions. Prior to joining Prudential in 2009, Evan was a vice president with Centerline Capital Group (now Affordable Housing Debt Group), where he served from 2003 to 2009. In that capacity, he performed loan originations for Centerline’s Affordable Housing Debt group.

Evan earned a Bachelor of Arts degree in economics from Georgetown University. He serves on the Affordable/Workforce Housing Council of the Urban Land Institute. Evan holds the Chartered Financial Analyst® designation.

Bill Fecteau is a Principal with Prudential Mortgage Capital Company. In this role, he serves as the director of secondary markets and handles sales valued at $2 billion-plus annually in mortgage backed securities to secondary market investors. Additionally, he provides business analysis and mortgage bond placement for Prudential’s Fannie Mae DUS®, Affordable Housing and FHA lending programs. Bill is located in Arlington, Virginia.

Bill has more than 25 years of experience in the commercial real estate industry. He joined Prudential in 2000, through the acquisition of the WMF Group, where he served as assistant vice president. Before that, he was a manager for WMF’s Fannie Mae assets, with responsibility for a staff of portfolio analysts. Earlier, he was a senior portfolio analyst, and monitored the collateral performance of more than 100 loans, including market rate, affordable and moderate rehabilitation loans. Bill previously spent eight years as a resident/ property manager for several multifamily REITs. Prior to that, he served as a commissioned officer in the United States Army for five years.

Bill received a Bachelor of Arts degree from the College of William and Mary. He holds the Mortgage Bankers Association’s Certified Property Inspector designation.

Michele Levoir-Sloan is a Principal with Prudential Mortgage Capital Company. In this role, she oversees the Affordable underwriting group for all multifamily affordable transactions, and serves as chief underwriter for the Freddie Mac TAH program and deputy chief underwriter for the Fannie Mae DUS® program. She is also responsible for credit policy and loan approvals. Additionally, Michele is a MAP underwriter for Prudential’s FHA lending business. She is located in Arlington, Virginia.

Michele has significant experience in conventional and affordable housing finance and commercial real estate lending as well as real estate analysis including appraisal and market feasibility. She rejoined Prudential in January 2001. Previously, she served a short tenure with the Fannie Mae home office. Prior to joining Prudential, she worked on conduit lending at AMRESCO. Michele began her career in finance with the WMF Group Ltd. Earlier, she held positions at Delta Associates and Arthur Anderson in Washington, D.C., where she gained primary experience in commercial appraisal and feasibility analysis of office, retail, multifamily, vacant land, and industrial properties.

Michele holds a bachelor’s degree from William Paterson University of New Jersey.

Dawn Robertson is a Principal with Prudential Mortgage Capital Company. In this role, she is primarily responsible for underwriting affordable housing loans financed under all product lines. Dawn is located in Newark, New Jersey.

Dawn is an established professional in the commercial real estate finance industry, with considerable experience in affordable housing, new business development, mortgage underwriting and origination, portfolio management and workouts. She joined Prudential in 2005 as director, and quickly advanced to principal. Prior to joining Prudential, she was a senior underwriter with HUD’s Mark-to-Market program with responsibilities in complex debt restructurings with tax credits, IRP funds and other forms of hard and soft debt. Before that, she was a manager of production and product development at Freddie Mac, where she was responsible for the origination, negotiation and closing of multifamily loans and developing affordable housing initiatives. Dawn worked on Freddie Mac and Fannie Mae Affordable deals within Prudential Mortgage Capital Company. She also performed real estate consultant work with Hamilton, Rabinovitz & Alschuler in New York City on specialized underwriting assignments, staff training and the development of underwriting guidelines for the New York State Housing Finance Agency and other financial institutions. Dawn began her career with New York Life and Home Life Insurance Companies, where she gained significant experience in workouts, underwriting and originations.

Dawn earned her bachelor’s degree, with concentration in economics, from Fordham University and her Master of Business Administration degree, with concentration in finance and real estate, from Rutgers University.
