Hal Collett is a Managing Director with Prudential Mortgage Capital Company. In his current capacity Hal has oversight responsibilities for the company’s FHA lending platform as well as the affordable housing government sponsored lending business. Hal is supported by a team of originators, underwriters, closers and analysts located in offices across the U.S. Hal is located in Dallas, TX.

Prior to Hal’s current position, he was President of Prudential Asset Resources and was responsible for the servicing and asset management operations associated with Prudential Mortgage Capital Company’s commercial real estate loan portfolio valued in excess of $85+ Billion. The diversified portfolio spans several capital sources including CMBS, Fannie Mae, Freddie Mac, General Account and FHA. Prior to assuming his current role, Hal served as the Vice President of Asset Management and Credit Surveillance and Vice President of Servicing Operations where he provided direct oversight of operational risks within the same portfolio. His management responsibilities during his tenure at PAR have included, but are not limited to, review and approval of credit decisions, surveillance analytics, investor reporting, rating agency preparation, new product integration, policy and procedure creation, management of all regulatory audits across the platform, surveillance, loan document covenant monitoring, rent roll analysis, financial statement analysis, and tax and insurance compliance/processing.

Before joining Prudential Mortgage Capital Company in 2003, Collett held positions at Orix Capital Markets, Nomura and Bank One.

Collett holds an MBA in Real Estate from the University of Texas at Arlington and a BBA in Finance from Texas Tech University.

As Principal with Prudential Mortgage Capital, Kenji is responsible for direct loan originations and specialized product support in the Western United States. Kenji specializes in Prudential’s affordable housing loan programs.

Prior to joining Prudential, Kenji was a Vice President at the Bank of America Community Development Bank where he created and managed a construction-rolling-to-permanent private-placement tax-exempt bond program. Prior to that, he developed affordable and market-rate multifamily apartment properties in Los Angeles, California and Vancouver, British Columbia. He has also worked as an architect on multifamily apartments, retail and single-family home developments.

Kenji holds a BA in Architecture from the University of Toronto and an MBA from the University of British Columbia.

Prior to joining Prudential, Alex was the Managing Director with the Debt Group at MMA Financial, a firm specializing in tax credit and debt origination for affordable multifamily properties. Prior to this role, he was Senior Vice President at Bank of America, managing the Washington DC office of the Community Development Banking Group.

Alex holds a Bachelor of Science in Foreign Service from Georgetown University and an MBA from the Kellogg Graduate School of Management at Northwestern University.

Alex serves as the President of the Institute for Responsible Housing Preservation.

Evan is a Principal with Prudential Mortgage Capital Company. In this role he is responsible for direct loan originations across the United States. Evan specializes in Prudential’s affordable housing loan programs.

Evan provides Fannie Mae DUS™ and Freddie Mac Targeted Affordable Housing loan structuring for in-place moderate rehabilitations, bond credit enhancements, general partner and limited partner disposi­tions, and refinancing. Prior to joining Prudential, Evan was Vice President with Centerline Capital Group performing loan originations for the Affordable Housing Debt Group.

Evan holds a Bachelor of Arts in Economics from Georgetown University and he holds the Chartered Financial Analyst (CFA) designation.

As Principal with Prudential Mortgage Capital Company, Bill provides business analysis and mortgage bond placement for Prudential’s Fannie Mae DUS™ and Affordable Housing lending programs.

Bill has 15 years of commercial real estate experience. Most recently, Bill was Assistant Vice President with The WMF Group, a leading multifamily lender, and was with that organization when Prudential acquired it in 2000. During his combined tenure with the two firms, Bill has held varied and increasingly responsible positions. As a Senior Portfolio Analyst he monitored the collateral performance of over 100 loans, including market-rate, affordable and moderate rehabilitation loans. He then became the Manager for Fannie Mae Assets, responsible for a staff of Portfolio Analysts. In his current role as Director of Secondary Markets he handles sales of over $2 billion annually in mortgage backed securities to secondary market investors.

Earlier in his career, Bill spent 8 years as a Resident/Property Manager for several multifamily REITs. Prior to that he served as a commissioned officer in the US Army for five years.

Bill holds a Bachelor of Arts from the College of William and Mary. He holds other industry-related certifications, including the MBA’s Certified Property Inspector.

As Principal with Prudential Mortgage Capital Company, Michele oversees the affordable underwriting group for all multifamily affordable transactions and serves as Chief Underwriter for the Freddie Mac TAH program as well as Deputy Chief Underwriter for the Fannie Mae DUS™ program. She is also responsible for credit policy and loan approvals.

Michele has significant experience in real estate analysis including appraisal and market feasibility as well as conventional and affordable housing finance and commercial real estate lending. Michele started her career in finance with WMF prior to moving into conduit lending at Amresco, then she served a short tenure in the Fannie Mae home office, and returned to Prudential in January 2001. The first half of her career was in commercial appraisal and feasibility analysis of office, retail, multifamily, vacant land, and industrial properties. Her primary experience in this area was gained at Delta Associates and Arthur Anderson in the D.C. area.

Michele holds a bachelor's degree from William Paterson University in New Jersey.

Dawn is a Principal with Prudential Mortgage Capital Company. In this role she is primarily responsible for underwriting affordable housing loans financed under all product lines. She is located in Newark, New Jersey.

Dawn has over twenty years experience in affordable and commercial real estate finance including new business development, mortgage underwriting and origination, portfolio management and workouts. Dawn began her career with New York Life and Home Life Insurance Companies where she gained signifi cant experience in workouts, underwriting and originations prior to joining Freddie Mac as a Manager of Production and Product Development. At Freddie Mac Dawn was responsible for the origination, negotiation and closing of multifamily loans and developing affordable housing initiatives.

She also performed Real Estate Consultant work with Hamilton, Rabinovitz & Alschuler in New York on specialized underwriting assignments, staff training and the development of underwriting guidelines for the NYSHFA and other financial institutions. Prior to joining Prudential, she was a Senior Underwriter with HUD’s Mark-to-Market program responsible for complex debt restructurings with tax credits, IRP funds and other forms of hard and soft debt.

Dawn earned her Bachelor’s degree with a concentration in Economics from Fordham University and her MBA with a concentration in Finance and Real Estate from Rutgers University.
